Highway & Major District roads Cleaning
Collection, Segregation and Transportation of Solid Waste from National Highways, State Highways and Other District Roads in the State
With a dedicated vision of Zero Waste Goa, Goa Waste Management Corporation is also involved in keeping our highways and major district roads litter free. A tender for “Collection, Segregation and Transportation of Solid Waste from National Highways, State Highways and Other District Roads in the State of Goa” was floated in June 2019. Following the due procedure, KCIC Pvt. Ltd was selected to carry out the work for a period of 5 Years starting from December 2019. To ease the work of road cleaning, state is divided into three zones i.e., North zone, Central zone and South zone adding to a total stretch of ~409 KM. The contractor periodically carries out cleaning activity as per the allotted frequency for respective stretches. Waste is collected and stored in bags along the stretches which is then transported to the Hindustan Waste treatment facility at Saligao for further processing. GWMC has also identified some additional stretches which are being cleaned as and when required.
IHHL
Installation of Individual Household Latrine (IHHL) in the State of Goa
GWMC is installing IHHLs as per request of Directorate of Panchayats.
The list of beneficiaries is forwarded by Directorate of Panchayats and IHHL’s are constructed for respective beneficiaries.
The Bio-Digester based toilets developed by Defense Research and Development Organization (DRDO) and are listed in the Guidelines for Swachh Bharat Mission issued by Ministry of Urban Development.

• Superstructure of IHHLs constructed is of RCC panels (Reinforced Cement Concrete).
• Biodigester tank is of FRP (Fiber Reinforced Plastic), having capacity 700 Ltrs.
• Treated effluent is discharged in soak pit.
• IHHLs installed are for 5-6 users/day
Remedition
Remediation of Major Legacy Waste Dump Sites In The State
Goa Waste Management Corporation has undertaken remediation of major legacy waste dump sites in the state. In 2017 remediation of Sonsoddo legacy waste dumpsite was undertaken and about 15,670 cubic meters of waste was remediated.
In 2019-20 GWMC has undertaken remediation of waste dumped at Cacora site of Curchorem-Cacora Municipal Council and Aaradi/Saligao waste dump of Candolim Village Panchayat. Total waste remediated at Cacora was about 29,217.7 cubic meters and waste remediated at Aaradi/Saligao was 23274.4 cubic meters.

SCOPE – To carry out Remediation at Legacy Waste site and to Screen & Separate – Soil, stones, plastic, metals and all the other waste on site and Transport all RDF to Cement companies at its own costs and leave all inert free of plastic above 5mm at onsite or any other allocated site.

Waste Wagon Project
GWMC has proposed to procure condemned runner buses from the Kadamba Transport Corporation, Government of Goa for reworking/refurbishing them into mobile segregation unit. The Corporation has presently procured one condemned runner bus from Kadamba Transport and refurbished it into a mobile segregation unit for setting up a mobile waste collection center. The Corporation has tied up with UNDP for “Project Management for Operation and Maintenance (O&M) of Waste Wagon Bus in the State of Goa”

The mobile facility would promote individual and collective behavioral change towards:
• Understanding the solid waste management systems being set up by GWMC for collection, transportation and treatment of waste, and the responsibilities of citizens as generators of waste.
• How to reduce generation of waste by consumer lifestyle choices.
• Use of products and services that help to avoid waste.
• Source segregation of different types of materials.
• Storage of cleaned recyclable materials till they are collected.
• Linking up households, neighborhoods, commercial areas to the municipal waste
collection services.
• Composting at home, campuses, localities.
• Support for recycling and linking to recyclers.
• Giving e-waste to authorized collectors.
• Being informed on where to get more assistance and knowledge, where to make
suggestions and complaints.

Segregated Non-biodegradable waste collection
Secondary Non-biodegradable waste collection from Village Panchayats, Educational Institutions and other Organization.
Goa Waste Management Corporation has been collecting dry waste from all Village Panchayats since 2015. The dry waste collected from Village Panchayat is segregated at Material Recovery Facility (MRF) of GWMC where recyclable fractions are recovered and sent for recycling and non-recyclable waste is sent to cement plant for Co-processing.
Door to door collection of dry non-biodegradable, non-hazardous waste is done by Village Panchayats which is stored at waste handling area or MRF of Panchayat. Once the storage area is full, official of Village Panchayat register the pick-up request via online mode or via App, the request of pickup is then registered with GWMC and vehicle is sent to this Village Panchayat within 48hrs.
Dry waste from schools is collected twice a month or upon request. Dry waste from schools is collected in four fractions i.e., Paper/Card-boards, Glass/Metal, Recyclables and Non-recyclables plastic. GWMC and GSUDA (Goa State Urban Development Agency) has provided bins to educational institutions for collection of fractions as per population of students in Village Panchayat and Municipalities Jurisdictions respectively.

Transportation of baled RDF from Goa to Cement Plants
In 2015, the Working-cum-Monitoring Committee for Solid Waste Management had started the transportation of baled non-biodegradable waste to cement plants. The baled non-biodegradable combustible waste from various Urban Local Bodies / Local Bodies is transported to cement companies for co-processing. After incorporation of GWMC this activity was taken over by GWMC and is being managed by GWMC since then.

The dry waste collected from Village Panchayats, Schools and other organizations is deposited at Solid Waste Management Facility at Saligao/Cacora. The reccylabes from this dry waste is recovered and non-recyclable combustible waste is sent to Cement factories. Also, baled non-recyclable waste of Municipal Councils and some Village Panchayats from their Material Recovery Facilities, is transported to Cement plants in Karnataka for co-processing. GWMC assists the Municipalities and Village Panchayats having baling facility by transporting baled RDF to Cement plant.

GWMC on daily basis transports around 4-6 trucks of RDF each weighing around 14-15 tons from Goa to cement plants in Karnataka.

Solid Waste Management Policy for The State of Goa
Goa has been in the forefront of solid waste management in India. The Goa Waste Management Corporation (GWMC) was formed by Government of Goa in 2016 to look after the overall management of all types of wastes for the entire State and its safe disposal. The State government had mandated GWMC to prepare a holistic Solid Waste Management Policy for the state. The State Government has also set an ambitious goal of achieving zero-waste and zero landfill philosophy in the State. This, amongst others, envisages a state with high social awareness on garbage and public space hygiene at par with the best tourist destinations in the world.

GWMC has been entrusted to prepare a holistic Solid Waste Management Policy with a goal of achieving zero-waste and zero landfill philosophy for the State. Over the past two decades, even after concerted campaigns to manage the handling and disposal of such waste, the State finds that there is an imperative need to address the issue of waste management holistically and substantially, through a framework of a Policy, with the support of rules and regulations, compliances and remedial actions in cases where there is non-compliance. Equally, there is a need to educate and sensitize the people of the State through social campaigns and information programs. In this context, the GWMC had appointed M/s Infrastructure Development Corporation (Karnataka) Limited (iDeCK) for the preparation of State level SWM Policy. The policy was notified in year 2024.
