Proposed Integrated Solid Waste Management Facility at Verna

The GWMC has proposed setting up an integrated common municipal waste management facility at Verna Industrial Estate, Goa to treat 250 TPD of Municipal Solid Waste. The proposed facility will treat the municipal solid waste, after recovering all possible recyclables and segregating the same into the wet (organic) and dry (inorganic) fractions. Biogas will be generated from the wet (organic)fraction, which will be converted into electricity whereas the stabilized organic sludge shall be further processed to generate high quality soil conditioner and compost. The dry (inorganic) fraction shall be cleaned and used to generate high quality Refused Derived Fuel (RDF). Only residual / inert fraction shall be landfilled in the SLF.

Currently, EIA studies have been completed and GWMC is awaiting Environmental Clearance (EC) from Goa State Environment Impact Assessment Authority (Goa-SEIAA).
Proposed 250 TPD Waste to Energy Facility at Verna.

The Refuse Derived Fuel (RDF) generated from SWMF Saligao, SWMF Cacora, the baling stations at Cacora, Bicholim and from Solid Waste Management sites of 14 Municipal Councils and Village Panchayats is currently transported to cement factories in Karnataka through the appointed GWMC contractor. In addition, the Goa Waste Management Corporation has taken up the activity of remediation of old garbage dumps in the state of Goa. Approximately 60 to 80 trips are required on monthly basis to transport RDF from baling station of Municipal Councils and V.P.’s and also from Bicholim and Cacora baling stations. The transportation cost for disposal of RDF is very high. As waste collection mechanism at ULB’s and Village Panchayats has improved, the quantity of waste collection is increasing, hence is anticipated that number of trips to cement plant will increase in coming period as quantity of RDF shall increase. Hence it is proposed to setup Waste to Energy Plant for the disposal of Refuse Derived Fuel (RDF) within the State of Goa.
The objective of the project is to Design, Build and Operate a Waste to Energy plant with increased availability, improved electrical output and generation efficiency, and with higher efficiency in energy recovery from Refuse Derived Fuel (RDF), thereby making possible generation of power from Refuse Derived Fuel (RDF) disposal. All those objectives are to be met with a zero environmental impact while obtaining a reasonable economic result.
GWMC through IVL Swedish Environmental Research Institute (Sweden) has conducted pre-feasibility studies for setting up waste to energy/ energy recovery facility in Verna Goa and has submitted the prefeasibility report titles ‘Energy Recovery Facility in Goa: Pre-Feasibility Study for Energy Recovery from Waste’. As per the report, the proposed 250 TPD Waste to Energy Facility is feasible for the state. GWMC is further in process of conducting feasibility studies and post obtaining EC shall float the tender for setting up of 250 TPD Waste to Energy Facility in Goa.
